Are there different rules for children?

YES. MINORS PASSPORT RENEWALS CANNOT BE DONE BY MAIL.

FOR APPLICANTS UNDER THE AGE OF 16-BOTH PARENTS AS WELL AS THE CHILD NEED TO BE PRESENT TO PROCESS. EVEN IF IT IS A RENEWAL FOR YOUR CHILD’S PASSPORT, AN ORIGINAL/CERTIFIED BIRTH CERTIFICATE IS REQUIRED. THE PARENTS OF THE APPLICANT WILL SIGN THE APPLICATION ON THE CHILD’S BEHALF.  MINORS UNDER THE AGE OF 16 ARE GOOD FOR 5 YEARS.

FOR APPLICANTS AGED 16-17-ONE PARENT AS WELL AS THE CHILD NEED TO BE PRESENT TO PROCESS. THESE PASSPORTS ARE CONSIDERED AN ADULT PASSPORT.  THE APPLICANT WILL TAKE AN OATH AND SIGN THEIR APPLICATION AS WELL AS THE ONE PARENT. THIS PASSPORT WILL BE GOOD FOR 10 YEARS.
